Is California really the least racist state to live in? (specifically to the current residents of California)?

Currently I'm living in New Jersey and there's a lot of racial tension where I live, especially toward us Asians (I can't stand ignorance and makes meeting new people impossible, especially dating). I want to live in a community where it's more diverse and less racial tension and hopefully having a better chance to meet new people. I heard that California is one of the least racist states to live in (some people say San Diego is pretty friendly, currently where my cousin is attending college) Is it really true? Why or why not?
